Records requests are a separate errand. They go to the office that holds the record, and each of these has its own public line:

For a record held by a county, borough, township or city, the Right-to-Know request goes to that body's own open-records officer. Every one of them names a person for the job, and the name and phone number are posted on the county or municipal website.
